My research examined how equity is addressed in Burnaby’s response to extreme heat in residential buildings through policy analysis and interviews with City staff, health authorities, and housing organizations. We found that heat planning responses rely on vague equity frameworks, indirect cooling and urban heat island mitigation measures, and fragmented governance. Despite the built environment’s influence, extreme heat is still treated mainly as a public health and emergency response issue.
